Haddis Tewolde, P.E.
Haddis Tewolde is the president of All-Terra Engineering, Inc. His responsibilities include overseeing the Geotechnical Engineering and Construction Materials Testing (CMT). Mr. Tewolde has over 26 years of professional experience that covers a wide range of geotechnical engineering and construction materials testing project types. He is also responsible for financial management, corporate vision, company’s strategy and development.
Haddis Tewolde started working as a field technician in 1994 while putting himself through college to earn a degree in Civil engineering from the University of Houston. He is a registered professional engineer in the state of Texas, and is also certified by the National Institute for Certification in Engineering Technologies (NICET).
He currently serves on the Board of Directors of the Texas Council of Engineering Laboratories (TCEL), Houston Chapter 2019-2020. He is an active member of the Associated Soil and Foundation Engineers (ASFE) and Geo-Professional Business Association (GBA).

Bonifacio F. Musngi, Jr., P.E.
Bonifacio Musngi heads the Geotechnical Engineering Department. Mr. Musngi is a Civil Engineer with over 30 years of experience in geotechnical, materials, and structural engineering services. He has performed geotechnical investigations for roadways and underground utilities, water plants, wastewater treatment plants, educational facilities, sports complexes, and commercial/municipal/industrial buildings and facilities throughout the State of Texas. Mr. Musngi has managed various medium to large projects involving roadways such as toll roads, major/minor thoroughfare roads, major/minor collector roads, and residential roads.
He has prepared reports providing data, design parameters, and recommendations appropriate for the design and construction of the proposed pavement, bridges, detention ponds and associated underground utilities throughout the Texas Gulf Coast region including Fort Bend, Harris, Brazoria, Montgomery, Galveston, and Titus counties. Mr. Musngi earned his B.S. in Civil Engineering from University of the Philippines. He is a registered professional engineer in the State of Texas.

ODIGWE MOKOGWU, P.E.
Odigwe Mokogwu serves as the Project Manager for Construction Materials Testing on our public-sector projects. Mr. Mokogwu has over 26 years of engineering experience and manages our Special Services Division. His responsibilities of managing engineering projects includes identifying project phases and elements, assigning personnel to phases and elements, maintaining project schedules by monitoring project progress, budgets and coordinating activities. He provides checks and balances to ensure that project tasks are in total compliance with all requirements and guidelines for safety, quality control and assurance procedures.
Mr. Mokogwu earned his bachelor’s degree in Civil Engineering from the University of New Orleans in 1988. He then earned a master's degree in degree in the Civil Engineering from the University of New Orleans in 1991. He is a registered professional engineer in Texas and Louisiana.
